History

   With the formation of the Academy of the Armed Forces of the Republic of Uzbekistan in 1995, the same year a research department started functioning as an organic scientific unit within this educational establishment. In the context of realization of the tasks determined by the Decree of the President of the Republic of Uzbekistan “On measures aimed at the reformation of the Academy of the Armed Forces of the Republic of Uzbekistan,” dated 4 August, 2010 No. PD -1384, the existing research department was reorganized into the Center for Military Scientific Research.
   Subsequently, on the basis of the Instructions given by the Administration of the President of the Republic of Uzbekistan, dated 12 February, 2019, as well as in accordance with the requirements set down by the Minister of Defence of the Republic of Uzbekistan Order No.141, dated 22 February, 2019, the Center for Military Scientific Research of the Academy was reorganized into the Scientific Research Institute of the Academy of the Armed Forces of the Republic Uzbekistan.

    Later on, in order to streamline and organize effective activity of the Institute, according to the Order of the Academy of the Armed Forces of the Republic of Uzbekistan Commandant, the new Regulation on the Research Institute was developed and approved. On 1 July, 2019, the Institute began its scientific activity with the new regular authorized establishment. 
    In accordance with this Regulation, the Institute was a research institution intended primarily to conduct research for the purpose of scientific justification of the decisions made in the field of ensuring military security of the state, further build up and use of the Armed Forces, regulations of the military art theory and practice, as well as working out of military scientific works and production of comprehensive recommendations for integrating the reached results of theoretical research and practical developments into the troops’ daily activity.
    In accordance with the Decree of the President of the Republic of Uzbekistan PD No.29, dated December 1, 2021 “On measures aimed at the development of military science in the system of the Armed Forces of the Republic of Uzbekistan”, a new Research Institute for Defense and Military Security Problems Study of the Armed Forces of the Republic of Uzbekistan was created on the basis of the Research Institute of the Academy of the Armed Forces of the Republic of Uzbekistan.

Structure

    The Research Institute for Defense and Military Security Problems Study of the Armed Forces of the Republic of Uzbekistan is an independent scientific institution of the Ministry of Defence of the Republic of Uzbekistan. The Institute directly subordinates and reports to the Minister of Defence of the Republic of Uzbekistan.
    The institute carries out its activity in cooperation with the leading domestic and foreign higher, higher military educational institutions, research centers and other scientific establishments in the prescribed manner.

       In its activity, the institute is guided by the Constitution and Laws of the Republic of Uzbekistan, Decrees, Resolutions and Orders of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan, Directives and administrative documents of the Ministry of Defence of the Republic of Uzbekistan, as well as other acts of national legislation.
    The Institute is located on the Academy of the Armed Forces of the Republic of Uzbekistan campus. Institute address: The city of Tashkent, Mirzo-Ulughbek district, Parkent Street, Building 21 (on the 1st Floor of the 4th Educational Building of the Academy of the Armed Forces of the Republic of Uzbekistan).

Function and tasks
Function of the institute

     comprehensive study of the problems and promising directions of the fighting services and arms of services development, as well as active participation in the development of scientifically based proposals and production of the recommendations for the activity of the Armed Forces, considering the emergent challenges and threats to the country's military security;
   study and analysis of contemporary wars and armed conflicts’ strategy and tactics, conduct of the researches aimed at the improvement of combat tactics and conduct of special military operations;
    research into trends of military art evolution, ways and methods of modern armament and equipment implementation, as well as participation of illegal armed groups, private military companies and local population communities in contemporary wars and military conflicts;
     study of the military personnel individual and psychological peculiarities including socio-psychological atmosphere in military units and conducting research in making this atmosphere healthier;
     taking part in the development of scientific projects and developments aimed at solving systemic problems existing in the troops and comprehensive development of the Armed Forces of the Republic of Uzbekistan;
   study of the scientific research methodology fundamentals taking into account modern requirements and popularization of the advanced national and foreign experience in military scientific activities;
    identification and formation of the promising military scientific research areas and innovative developments in concert with domestic and foreign research institutions.

Tasks of the institute

    analysis of the challenges and threats to international, regional and national security in the military, military-political and military-economic spheres, comprehensive study and development of the optimal ways to solve systemic problems of ensuring country's military security, as well as scientific justification and methodological support for the decisions made in the field of state’s defence capability rise;
    comprehensive analysis of the main directions in the military art evolution (military strategy, operational art, tactics), distinctive features of contemporary wars and military conflicts conduct, theory and practice of combat operations, experience in reforms and use of the foreign countries armies, systems of troops and weapons’ command and control, as well as comprehensive support of combat actions;
    comprehensive analysis of the modern military scientific research methodology, application of the advanced ideas, technologies and developments in the field of defence and military security, as well as formation of the directions for scientific research;
   scientific research into the foundations and methodology of military research in order to popularize and improve military scientific activity in the country's highest military educational institutions.
